The Genesis: Kerala State Lotteries

1967 — Founding Era

In 1967, under the visionary leadership of Kerala's Finance Minister Shri P.K. Kunju, Kerala became the very first state in independent India to establish a dedicated Directorate of State Lotteries. The primary objective was two-fold: create a stable source of non-tax revenue for state development while eliminating predatory private gambling syndicates.

💡 Historical First: The first-ever Kerala Lottery ticket was priced at ₹1, offering a first prize of ₹50,000. The inaugural draw took place on January 26, 1968.

Nationwide Adoption Across Indian States

1970s – 1980s

Witnessing Kerala's resounding financial success and transparent administration, numerous other state governments established their own lottery directorates. Maharashtra, Karnataka, Tamil Nadu, West Bengal, and North-Eastern states (including Sikkim, Nagaland, and Mizoram) introduced weekly and bumper lotteries to fund schools, state hospitals, and public infrastructure projects.

The Lotteries (Regulation) Act, 1998

1998 — National Legislation

To bring uniform national standards and prevent consumer exploitation, the Parliament of India enacted the Lotteries (Regulation) Act, 1998 (Act No. 39 of 1998). This milestone law established strict conditions:

  • All private lotteries were strictly outlawed across India.
  • Lottery draws must be conducted directly within the state territory under government judge supervision.
  • Net proceeds must be credited directly into the Consolidated Fund of the State.
  • Individual state governments retained the sovereign right to prohibit lottery sales within their borders.

2011 — Social Impact

Kerala introduced the ground-breaking Karunya Benevolent Scheme, dedicating 100% of the lottery revenue surplus to provide direct financial assistance to underprivileged citizens suffering from chronic ailments (cancer, kidney dialysis, and heart disease). This model established state lotteries as one of the most effective public healthcare funding engines in Asia.

Present Day — Digital Security

Today, state-run lotteries utilize advanced anti-counterfeit measures including 2D QR security codes, micro-text printing, and guilloche security patterns. Draws are conducted publicly using mechanical drum machines in front of a panel of independent judges, with results published simultaneously in the official State Government Gazette.
